Why we must act now
Background
The UK Public Switched Telephone Network (PSTN) is being switched off by 31 January 2027.
All analogue-dependent systems, including warden call, telecare, and emergency alarms must migrate to digital (IP-based) alternatives.
Why wait until 2027 is high-risk?
Rising analogue call failure rates
Exchanges are already being migrated to digital, Some analogue telecare devices are showing high monthly call failure rates – starting at 20% and as high as 64% in some cases. Each failure risks delayed emergency response for vulnerable residents.
Early PSTN switch-off in many areas
Openreach is switching off exchanges in phases many will lose analogue service well before January 2027.
Capacity crunch in 2026–27
Tens of thousands of upgrades are required nationwide. Installers and equipment supply will be overstretched closer to the deadline, driving up costs and causing project delays.
Avoid emergency upgrades and reputational risk
Last-minute failures may leave residents temporarily without support, creating serious safety, compliance, and reputational risks.
Need for testing and training
Digital systems require integration with Alarm Receiving Centres (ARCs) and familiarisation by staff and residents. Early adoption allows time to iron out issues and build confidence.
Recommended Timeline
2025
Audit all systems, select upgrade strategy (digital replacement or interim converters), begin pilot sites.
Early 2026
Roll out upgrades across all sites, complete ARC testing and resident training.
Mid 2026
Achieve full digital compliance, leaving a 6–12 month buffer before switch‑off.
2027 is the hard stop, not the start.
Acting now protects residents, avoids last-minute capacity bottlenecks, and ensures a smooth, safe transition to reliable digital systems.
